The most common reasons for visa denial is failure to prove sufficient ties to your home country, failure to provide sufficient evidence of financial support, and failure to convince the consulate representative that the community college is the best choice for you. The visa officer must verbally inform you of the reason for the visa denial. If your visa is denied, please send an e-mail message to isas@dvc.edu and provide the date and location of your visa interview, and details regarding the reason given by the visa officer for the denial.

Much more common than a visa denial is a visa delay. This is why it is so important to apply for your visa EARLY! Here are some of the most common reasons for visa delays:

If you are not yet 18 at the time you leave for France and you will be studying at a college level, you need to complete the Campus France application process, but you will need to apply for a student visa for minors. Please check your local consulate’s official website for details. 
Let’s take a look at this process step by step:

Campus France assigns you to the French consulate closest to your permanent address. 
Completing the Campus France online application process and the visa application process are the two distinct steps you need to take before departing for France. You should be sure to complete your Campus France application (through the online PASTEL system) as early as possible so that you have enough time to apply for and receive a visa. 

After you have created your Campus France account in PASTEL and have filled out the personal information section, you will be automatically assigned to the French consulate closest to the mailing address that you entered into the PASTEL system. Note: This should be your permanent address, whether it is your parents’ residence or your current school address.

Reminder: Your Campus France application is not complete until you have (a) completed your online Campus France form in PASTEL and (b) mailed Campus France your physical file and the Campus France fee in the form of a money order. You must also include a photo copy of your money order.

Once Campus France has reviewed your online and physical application documents and found them to be complete, you will receive a confirmation email – which starts with “Your Campus France file has been processed” – in your Campus France inbox in the PASTEL system. You will NOT receive this message in your personal email such as Gmail, Hotmail, etc. Print out the (a) confirmation email, as well as (b) the proof of payment that you should have received earlier in the process (a PDF attached to the email entitled “Une Quittance est disponible”), as these are among the several documents required by the French consulate.

Your assigned consulate’s website also provides the most up-to-date and comprehensive information about student visas as well as a list of documents that you are required to bring to your visa appointment. Upon the examination of your file, and at the discretion of the consular officer assigned to you, you may be required to provide documents in addition to those listed on the website.

Please note: During periods of peak activity in the consulates, especially in the summer, available slots fill up very quickly, and sometimes it may be up to four weeks until the next appointment is available. Campus France cannot get an appointment for you. If you have trouble getting an appointment, we suggest that you frequently check the consulate’s online schedule in case a slot opens up due to a cancellation.

Timing: Your appointment at the consulate should take place at least two weeks before your planned date of departure for France. To be on the safe side, we strongly encourage you to visit your consulate’s website to book your appointment at least six to eight weeks before your planned departure date.  

Always err on the side of caution. The earlier you start preparing for your departure to France, the better. Neither Campus France nor the visa authorities at the French consulate can make special arrangements to accommodate your planned date of departure to France or the beginning date of your academic program. You cannot go to France and begin studying before your visa is granted.

To make sure that your visa interview goes as smoothly as possible, verify beforehand that you bring with you:
  • (a) the visa processing fee, in the correct amount and in the correct form of payment,
  • (b) all the required official documents and (c) the appropriate photocopies.
The visa section of the consulate does not make any copies. If you forget to bring any of the required documents to your appointment at the consulate, your visa application will be postponed, and you will have to set up a new appointment and pay the full visa fee again.

If you plan to complete two consecutive programs (such as a program in French as a foreign language, followed by an academic program), obtain admission to both programs before applying for your visa. That will ensure that your visa will be valid for the full length of your period of study.

Please remember: Your visa appointment at the French consulate takes place on French diplomatic premises. We therefore strongly encourage you to dress in appropriate attire and to adhere to each consulate’s specific policies (i.e. no eating or drinking within the consulate, no use of cell phones, etc.)  Be respectful of the administration, and if you have questions regarding your consulate’s specific set of regulations, please refer to their official website. 

Visas are never granted on the spot. It takes at least five to seven business days for a visa to be granted – or longer, depending on the situation.

Once the visa has been approved, your passport will be stamped with a visa stamp and be returned to you using a secure form of delivery that you provide during your appointment. The consulate assumes no responsibility in case of loss. This rule does not apply at the consulate in New York, where you or a designated representative must go in person to pick up your visa and passport.

If relevant, register with the local immigration office once you’re in France.

Please check your local consulate’s website to see whether you fall into the category of students who need to fill out the OFII form. If so, please make sure to register with the local immigration office (Office Français de l’Immigration et de l’Intégration) to validate your student visa within a few days after your arrival.

You will need to submit to the OFII the immigration form that was provided to you at the consulate as well as your passport containing your visa stamp (the instructions are provided on the document). The OFII form has to be processed within the first three months of your arrival in France. If you intend to travel outside the Schengen area after three months have passed since your arrival in France, you must first get official approval from the OFII (in the form of an additional stamp affixed to your passport). Otherwise you may not re-enter France or the Schengen area after travelling beyond the Schengen borders (for example, this could happen if you spend a weekend in London, as the UK is part of the EU, but not part of Schengen).

Entering Malaysia To Study: Immigration Procedures for International Students


Introduction

This chapter offers useful information on immigration matters for international students who wish to pursue their higher education in Malaysia. According to Immigration Rules and Regulations, all international students (full-time and foreign exchange students) are required to have a valid Student Pass and Visa in order to study in Malaysia.
The government agencies that are responsible for immigration matters are the Malaysian Immigration Department and Malaysian diplomatic mission overseas (i.e. Malaysian High Commission Consulates or Embassies)
(Note : An International student or someone is neither a Malaysian nor a permanent resident in Malaysia)

Selecting an Institution

It is important for international students to note that they are only allowed to study at public or private higher educational institutions which are approved by the following two authorities :
  • The Ministry of Higher Education (in Malay : Kementerian Pengajian Tinggi Malaysia) which grants approval to institutions to conduct various courses; and
  • The Ministry of Home Affairs (in Malay : Kementerian Hal Ehwal Malaysia) which licences approved institutions to recruit international students
At present, there are over 400 private higher educational institutions in Malaysia but only about 216 of these private higher educational institutions are given permission by the Immigration Department to recruit international students for tertiary education. Procedure 1 – Applying for a Visa and Student Pass

Visa Issued at Point of Entry
The Malaysian Government has introduced simplified and hassle-free entry procedures to welcome international students like YOU to study at Malaysian public and private higher educational institutions.
A visa is required but the procedure is simple i.e. You do NOT need to apply for a visa from the Malaysian Embassy in your home country in order to enter Malaysia to study, with the exception of students from the People's Republic of China. The visa will be issued to you upon your arrival in Malaysia at the immigration check point provided you have valid travel documents and a letter of approval for a student pass by the Malaysian Immigration Department.
(Note : Students from the PRC are required to obtain their Entry Visas from the Malaysian Embassy in Beijing, Guangzhou or Shanghai prior to entering Malaysia.)
Applying for a Student Pass through an Institution Prior to Entering Malaysia
The process of applying for a student pass is simple. The Malaysian institution of higher education which has offered international students like YOU a place to study at their institution will apply for the student pass on your behalf, prior to your arrival in Malaysia.
Applications will be submitted by the respective higher educational institution to the Director of Pass & Permit Division, Malaysia Immigration Department Headquarters in Kuala Lumpur (e-Student Pass System). Students do not need to apply directly to the Immigration Department under this procedure.
Prospective students will be informed of their application status by the Immigration Department in Malaysia through their educational institutions within an estimated seven to 14 days after the application. A prospective international student must have an approved student pass before entering the country.
  • Documents required for applying a student pass Malaysian educational institutions are required to submit the following documents to the Malaysian Immigration Department Headquarters in Kuala Lumpur in order to apply for student passes for students who intend to study at their respective institutions.
    • An offer letter or letter of acceptance from the educational institution to the student
    • Student Pass Application Form (Imm.14) in duplicate
    • Two photocopies of the student's passport / travel document (with a validity period of at least 12 months)
    • Three passport-sized photographs of the student 
    • One photocopy of the student's medical health examination report
    • Evidence of student's ability to finance their education cost in Malaysia
    • The educational institution is required to sign a Personal Bond* prescribed under Regulation 18 of the Immigration Regulations 1963 together with payment
Upon approval, student passes are then granted to international students which will allow them direct entry into Malaysia with the exception of students from The People's Republic of China who are required to obtain a Single-Entry Visa before they come to Malaysia.

How to Get Australia Student Visa
An Offer of Acceptance - Before a student can apply for a student visa, a valid offer letter from a CRICOS registered Australian institute is required. 

English Proficiency - An IELTS score is a mandatory requirement and evidence of this must be included at the time of application for the student visa. The TOEFL exam is not accepted. 

Financial Capacity - Student visas are granted when a student can prove that they have adequate funds to support themselves in Australia , pay for their tuition and care for dependant family members included on the visa. 

Work Permit Rules - As a student in Australia , you will only have a limited working allowance on your visa. Therefore adequate funding to pay for living expenses and tuition are important and must be evidenced to gain the visa. If you take time off from study to work, you will fall below full-time study levels, exceed your work allowance on the visa, or will fail academically. Any of these things can lead to visa cancellation. 

Bonafides - The student needs to submit their past academic records for verification as well as a statement of purpose for undertaking the desired course. 

Health cover - Because Medicare, the Australian national health system, is not available to overseas students, you must maintain your Overseas Student Health (OSHC) cover while in Australia. 

Non-Immigrant Intent - You must leave Australia before your visa expires. 

Good Character - Other requirements are that you be a genuine student, have good health and be of good character-without a criminal record.

If you are applying outside Australia in Assessment Level 1 or 2, or in Australia in any Assessment Level, an electronic confirmation of enrolment certificate (CoE) is required before you lodge your application and a copy is to be provided with your application. 

Note: A letter of offer is acceptable where a client lodges an application within Australia, but they must have a CoE for grant of a student visa application.

How to Visa Apply To Australia.



11 March 2013: From 2 April 2013, student visa applicants who are Afghan or Pakistan nationals living in Pakistan can submit their applications and provide their biometrics at an AVAC in Pakistan. Previously, it has only been possible to submit a student visa application directly to the Adelaide Offshore Student Processing Centre in Australia. Applications submitted through an AVAC,will be couriered securely to the Adelaide Offshore Student Processing Centre in Australia within seven days.

The Australian Visa Application Centres (AVACs) in Islamabad, Lahore and Karachi offer services which include collection of visa application documents, charges and biometrics as well as returning of passports to applicants. The AVAC operates within the guidelines of the client service principles of the Australian Government Department of Immigration and Border Protection (DIBP).

All applications will be assessed and decided by the Visa Section of the Australian High Commission in Islamabad in accordance with Australian immigration legislation and policy. Gerry’s staff do not have the authority to assess visa applications or make visa decisions.

Important note for visa applicants:

To make a valid application, applicants must lodge a complete and signed application form for the appropriate visa subclass, pay the appropriate visa application charge.
Applicants will also need to provide biometrics. 
Application forms for a person aged less than 18 years must be signed by a parent or legal guardian. 

All supporting documents and information should be submitted together with the application. Any documents that are not in English must be accompanied by a certified translation. 

To avoid possible delays, you should include all relevant information and additional documentation in support of your application at the time of lodgement.

Checklists are available under Visa Types to help you make sure that you have included all the necessary documentation. If you do not provide all the specified documentation at the time you lodge your application a decision may be made on the basis of the available information. Australian migration legislation permits a decision to be taken at any time after the application has been lodged.
Visa Application Process
Step 1 : Select a visa subclass which is appropriate for the purpose of your travel to Australia and download the relevant visa application form.
Step 2 : Your visa application may require supporting documentation. For a list of supporting documentation required for your visa, see checklists provided under Visa Types. Gather together the required supporting documentation for your application. 
To avoid delays all supporting documentation should be submitted at the time of application.
Step 3 : Organise payment of the visa fees in the form of a bank draft.
Step 4 : Make an appointment with the AVAC to lodge your application and submit your biometrics.
Step 5 : Lodge your visa application and submit your biometrics at the AVAC. The Australian Visa Office may contact you to request additional information.
